Speaking fluent English has nothing to do with the school, in the school I went to, some kids spoke fluent English, and some kids didn't know a single word. It has to do with how much English you read, write and speak.
A good teacher (and good listening to the teacher..) could teach you writing, spelling and grammar, but it can't teach you "speaking" in English, that has to do with how much you speak English at home, with friends and with the teacher (btw, there should be no reason that an English teacher doesn't speak with his students in English), and that's also something that you can't learn when you get older, I know people that are good in writing and spelling English, but still have a real chasidishe accent when they speak, because they never learned it when they were younger..

I attended Satmar School in Williamsburg (an ultra religious school. Some call them fanatics) and when I used to talk to Flatbush people on the phone and then show up with my long side curls and beard they were shocked
Some would ask/say you're not from Williamsburg, right? I would say wrong. I'm originally from Williamsburg So they would reply but you didn't go to Satmar, did you? And I'd say Yes I did!!!
