KIRYAS JOEL - Supporters dominated the second public hearing on the proposed Town of Palm Tree on Wednesday night, urging Orange County legislators to let Monroe residents vote on the proposal and get a chance to preserve their town and Monroe-Woodbury School District.
The hearing, the last before lawmakers vote on the proposal in three weeks, took place in a giant, ornate banquet hall in Kiryas Joel, the densely populated Hasidic community that would secede from Monroe and become its own town if the plan is approved. Lawmakers must decide whether to allow a referendum in Monroe on Nov. 7 on whether to turn Kiryas Joel and 56 more acres into Palm Tree, removing its large voting blocs from the Monroe elections they now control.
Several speakers supporting a separation rebutted concerns about the village’s growth and demand for water and other services by saying those issues will persist and should be addressed with or without a separation, not taken as reasons to block a referendum or oppose separating. Emily Convers, chairwoman of the United Monroe citizens group, argued that leaving Kiryas Joel in Monroe will only compound those issues, since Kiryas Joel leaders eventually could assert control over development in the entire town’s 13,000 acres.
“The alternative is knowing that you contributed to the status quo, which is unsustainable and not in the public interest,” Convers told lawmakers assembled at the Bais Rachel Paradise Hall.
Another recurring, emotional appeal speakers made was that denying Monroe a referendum, and foreclosing the opportunity for a separation, would endanger Monroe-Woodbury schools. Each invoked the specter of East Ramapo School District -a public school system run by Orthodox board members in Rockland County - and worried that Monroe-Woodbury in similar hands could face cuts in courses, sports and building maintenance.
“If we become the next East Ramapo, it will fall squarely on your shoulders, because you chose not to allow a referendum,” said Eileen Ruddy, a nine-year Town of Monroe resident.
Fewer speakers opposed the Palm Tree proposal or urged lawmakers to delay voting on it than at the previous night’s hearing at Central Valley Elementary School. One who did was Sue Anne Vogelsburg, a 38-year Blooming Grove resident, who questioned the constitutionality of a religiously segregated community and objected to United Monroe’s negotiation of an agreement with Kiryas Joel leaders that helped build support for forming Palm Tree.
“How can United Monroe and Kiryas Joel know what is best for my town?” she asked.
The last two speakers were Kiryas Joel’s longtime mayor, Abe Wieder, and Rabbi Ely Shloma Kohn, principal of the village’s girls schools since they opened 40 years ago. Both urged lawmakers to allow a referendum and advocated for a separation as a path to peace. Kohn said it would “add peace and harmony to both communities while respecting our cultural differences.”
“The fate of Monroe is in your hands. Please vote ‘yes,’” Kohn said, to loud applause.

Town of Palm Tree proposal goes to county legislature
KIRYAS JOEL – Following the two public hearings on the proposed split off a small part of the Town of Monroe to create the Town of Palm Tree, Kiryas Joel Village Administrator Gedalye Szegedin said he has high hopes for the success of the proposal that could mend years of broken fences. The second hearing was held in Kiryas Joel last night.
Szegedin said the proposal is, “a recipe for peace, critically important for both communities to live peacefully together by preserving each community’s ways of life.”
The village government of Kiryas Joel has been involved in disputes with the Town of Monroe community and eight neighboring municipalities that filed suit against them for their initial annexation plans that went from 507 acres, to 382 acres, to 164 acres.
At this point, although the 164-acre acquisition was granted to Kiryas Joel in the lower court, it is still being appealed by those eight municipalities, including the towns of Monroe, Blooming Grove, Woodbury and Cornwall, and villages of Cornwall-on-Hudson, South Blooming Grove, Harriman, and Village of Woodbury.
According to Szegedin, only 25 percent of cases appealed from lower court decisions are overturned in appeals, giving him confidence that if the Orange County Legislature does approve the proposal for the new township, the 164 acres will remain assessed as part of the existing Kiryas Joel and the Town of Palm Tree would be that, plus 56 additional acres.
Szegedin said that as of Wednesday, 500 more written submissions from Town of Monroe residents are in favor of the split, in addition to the approximately 23,000 who had signed the petition.
However, as far as negotiations have been going, on the end of Kiryas Joel officials regarding the proposal, Szegedin likened them to, “a couple who has been fighting for years sitting down to discuss a divorce.”
“Negotiations are always giving up something, but it is always better to have a peace between,” said Szegedin. “We don’t want to keep the hostility going. We don’t want to keep the animosity going.”
Kiryas Joel officials align with the sentiment expressed by United Monroe members that this is the best way for the two communities to coexist; albeit, Szegedin admitted that he felt they had to acquiesce in order to maintain their moral duty of keeping peace.
The Orange County Legislature will likely vote on the proposal by September 7. If lawmakers give the okay, it would then to before a referendum of Monroe residents.

Skoufis negotiated and shared the following enhancements to the original proposal:
1) Skoufis secured an agreement from Kiryas Joel to drop their lawsuit challenging the Village of Woodbury’s comprehensive plan. This is a major victory for Woodbury and ensures the community’s zoning and suburban lifestyle will be protected for the foreseeable future.
2) If the proposed Town of Palm Tree receives approval, its existence would not take effect until January 2020; United Monroe and Kiryas Joel intend to seek special state legislation accelerating the new town’s formation. In order to completely offset lost revenue to Monroe-Woodbury, Skoufis will be pairing the legislation to accelerate Palm Tree’s creation with special funding for the school district. The Monroe-Woodbury Central School District, Kiryas Joel, and United Monroe have agreed to lend support to Skoufis’ plan.
3) The proposed Town of Palm Tree would create a shared boundary with the Town of Blooming Grove and Village of South Blooming Grove that does not presently exist, thereby establishing a new channel for annexation. Under Assemblyman Skoufis’ plan, Woodbury will seek to annex Blooming Grove’s portion of Gonzaga Park that would otherwise be adjacent to Palm Tree, thus eliminating the new, shared boundary between Blooming Grove and Palm Tree. Skoufis secured an agreement from Kiryas Joel to not challenge the Gonzaga Park annexation, creating a buffer and added layer of protection from annexation for the Town of Blooming Grove and Village of South Blooming Grove.
Woodbury already shares many miles of municipal boundary with Kiryas Joel so the Gonzaga Park annexation’s effect on Woodbury is of no consequence in this regard.
4) The Town of Palm Tree endangers a critical trail that currently connects six state parks along 50 miles of greenway in Orange County. Skoufis has secured a commitment from Kiryas Joel and United Monroe to work with the New York-New Jersey Trail Conference and establish a new right-of-way preserving the trail connection.
“Assemblyman Skoufis stepped up to the plate to ensure Monroe-Woodbury taxpayers – and the communities he represents – are fully protected,” said Elsie Rodriguez, Superintendent of Monroe-Woodbury schools. “We’re extremely grateful for his unwavering support for our district’s quality of life and educational services
